How Scarce Is India's Higher Education, Really?

Introduction

Every year, millions of Indian students sit for some of the most competitive entrance examinations in the world. Yet, when it comes to choosing a career path, most decisions are still made based on peer pressure, family expectations, or anecdotal guidance rather than hard data.

As part of our ongoing research into India’s educational landscape, we have developed the Scarcity  Intensity Index (SCI)  - a quantitative metric that measures how many students compete for each available seat in a given program. This is Article No. 3 in our research series, and it focuses on benchmarking competition levels across India’s three most sought-after professional streams: Medicine (NEET-UG), Engineering (JEE/JoSAA), and Law (CLAT).

What Is the Scarcity  Intensity Index (SCI)

The  SCI is a straightforward yet powerful formula:

 SCI  =  Total Applicants ÷ Available Seats

A higher  SCI indicates a more competitive landscape. The index allows students, parents, and counsellors to make like-for-like comparisons across streams and institution types, cutting through the noise of general perception.

All data used in this analysis have been sourced from official government and examination authority publications, including the National Testing Agency (NTA), Joint Seat Allocation Authority (JoSAA), All India Council for Technical Education(AICTE), and the Consortium of National Law Universities (Consortium of NLUs).

Medical Education: The NEET-UG Lens

NEET-UG 2025 recorded 22,76,069 registered candidates, of whom 22,09,318 appeared for the examination. A total of 12,36,531 candidates qualified  - meaning approximately 54% cleared the qualifying threshold. However, qualifying NEET is only the first step.

India currently has approximately 1,18,000 MBBS seats (government and private combined, 2025 estimates). When mapped against total applicants, the  SCI stands at:

 SCI (MBBS Overall) = 22,76,069 ÷ 1,18,000 ≈ 19.3

This means roughly 19 students compete for every single MBBS seat in the country. The picture becomes far more stark when we isolate government MBBS seats  - approximately 60,000 in number:

 SCI (Government MBBS) = 22,76,069 ÷ 60,000 ≈ 37.9

Nearly 38 students vie for every government MBBS seat  - a figure that underscores why government medical college admissions remain one of the most contested outcomes in Indian higher education.

Engineering: From JEE to JoSAA

The engineering stream presents the widest internal range within a single exam ecosystem. Using JEE Main 2025 data, 14,75,103 unique candidates appeared for the examination. JoSAA 2025 allotted seats across four categories of centrally funded technical institutions, with a combined total of 62,853 seats.

Overall  SCI for engineering via JoSAA 2025:

 SCI (JoSAA Overall) = 14,75,103 ÷ 62,853 ≈ 23.5

However, the  SCI varies dramatically depending on the institution type:

•         IITs:  SCI = 81.2  - approximately 81 students per seat.

•         NITs:  SCI = 60.1  - approximately 60 students per seat.

•         IIITs:  SCI = 148.4  - the most competitive sub-category in the entire analysis.

•         GFTIs:  SCI = 134.7  - also exceptionally competitive.

The IIIT figure of 148.4 is particularly striking and warrants closer attention in future research. At this ratio, the probability of securing an IIIT seat, assuming uniform competition, is less than 0.7%.

Beyond JoSAA: The Private and State Engineering Landscape

The centrally funded institutions above account for a small fraction of India's total engineering capacity. AICTE Dashboard data for the remaining three categories - private self-financing and state private universities, private deemed-to-be universities, and government-aided/state government colleges, tells a very different story:

•         Private Engineering (Self-Financing + State Private Universities): SCI = 0.74 - seats outnumber applicants; this is the only "Extremely Low" competition category in the entire index.

•         Engineering Deemed-to-be Universities (private): SCI = 9.49 - Low competition.

•         Government Aided & State Government Engineering Colleges: SCI = 10.29 - Low competition.

Together, these three categories account for roughly 22.9 lakh of India's approximately 23.5 lakh engineering seats over 95% of total capacity. This reverses the popular narrative built around IIT and IIIT scarcity: the genuine story of Indian engineering education is one of extreme bifurcation, not uniform scarcity. Fewer than 65,000 seats at the centrally funded institutions are fiercely contested, while the remaining 23 lakh seats across the private and state ecosystem face persistent under-subscription.

 

Law: A Less Discussed but Equally Competitive Path

Law education in India, particularly through the National Law Universities (NLUs) via CLAT, is often underestimated in terms of competitive intensity. For CLAT UG 2025, approximately 75,009 candidates registered for NLU seats totaling 3,952.

 SCI (CLAT UG) = 75,009 ÷ 3,952 ≈ 19.0

This places law at a competition level virtually identical to overall MBBS admissions  - a fact that is rarely communicated to aspiring law students. At the postgraduate level (CLAT PG, LLM), 17,335 candidates competed for 1,590 NLU seats, yielding a  SCI of approximately 10.9  - still firmly in the “Very High” range.

Key Insights for Students and Parents

Insight 1: The ‘Safe Backup’ Myth in Engineering

Many students target IITs as their primary goal and treat NITs or IIITs as “safer” alternatives. However, the data reveal that IIITs (SCI = 148.4) and GFTIs (SCI = 134.7) are actually more seat-scarce relative to applicants than IITs (SCI = 81.2). The perceived hierarchy does not map to statistical probability of admission. Students and counsellors must factor in institutional SCI scores, not just ranking prestige, when building a college list.

Insight 2: Law Is as Scarce as Medicine - Few Know It

CLAT UG carries a  SCI of 19.0, almost identical to overall MBBS admissions (SCI = 19.3). Despite this, public awareness about the difficulty of NLU admissions remains significantly lower than for NEET. Students who do not explore law early enough often enter the CLAT ecosystem without adequate preparation time.

Insight 3: Engineering's Real Crisis Is Oversupply, Not Scarcity

Public discourse on engineering admissions centers almost entirely on IITs, NITs, IIITs, and GFTIs -a segment holding fewer than 65,000 of India's roughly 23.5 lakh engineering seats. The remaining seats, spread across private self-financing colleges, deemed universities, and government-aided/state institutions, carry SCI scores between 0.74 and 10.29 -Low to Extremely Low competition. This 200-fold gap between the most and least competitive engineering categories is the widest spread in the entire index, wider even than the gap between streams. For most engineering aspirants, the binding constraint is not seat scarcity but seat quality and employability -a distinction the SCI alone cannot capture, and one Edcom intends to explore in a future issue.

Conclusion

The Scarcity  Intensity Index (SCI)is not designed to discourage students. It is designed to inform them. A  SCI of 81.2 for IITs does not mean aspiration should be abandoned, it means preparation must begin earlier, strategy must be sharper, and backup planning must be grounded in data rather than assumption.
